The power of state and local government
More than ever, climate leadership has shifted to state and local governments. The West Coast in particular is primed to carry the torch with the unification of renewable fuels markets, nation-leading policies like the Washington Climate Commitment Act (CCA), and compliance-driven disclosure mandates including California’s Climate Corporate Data Accountability Act (SB 253) and Climate-Related Financial Risk Act (SB 261).
We are proud to be at the forefront of this work, bridging the gap between the public and private sector, advising agencies, policymakers, and regulators on market-based solutions, and building pre-competitive collaborations to adopt high-level climate and energy initiatives.

Reuven Carlyle is the architect of what are widely viewed as the most comprehensive state-level climate policies in the nation. Crafted during his time as a Washington State Legislator (2009-2023) and chair of the state Senate Environment, Energy & Technology Committee (2017-2023), this sweeping package includes: cap & invest carbon pricing, clean fuel standards, 100% clean energy, environmental justice and equity, building efficiency standards, super pollutant policies, electrification of transportation, water quality and availability, and more.
